No. It's just a hobby computer. You can make a neat emulation box, or a synthesizer and some other neat stuff. That's about it.
i own 2 and plan on buying the 4b when the revision is made. theyre nifty little machines. i use it for emulation, watching movies and other general purposes (backups and whatnot).
HOw do you interact with the thing? Do you have to hook itup to a "regular" computer to load programs on it? Does it have an OS on it already?

it's just a little ARM cpu computer. it runs linux. this isn't special, aside from that it means people come up with a linux build for it. microsoft isn't interested in them because they're not a real market and there's no reason to certify an OS for something that's usually used as a toy.
i have two old classic orange pis. they're "fine" and have hdmi out, actual network jack, and three USBs and they were 35$ 3 years ago. they run shitty linux just fine but it's a pain to get them to display properly and require messing with startup files through another computer attached via USB so when it tries to start it will actually pump 1920x1080 or whatever. also, orange pi is some asian company with poor support/user base so new builds of linux are not coming.
as a cheap linux pc with the power of a modern nice phone and HD output, they're still "fine" for their original value but stupid. they get 5V USB power.

A smart fridge. Machine to automatically feed the plants. Embedded box to measure the temperature of a room and report it to some server on the internet. A computer vision mini-box that can read the license plates of cars that park in a parking lot. And it's a whole host of shit like this.

an arduino is a micro controller. ive spent a lot of time with arduinos, and honestly, for like 99% of what i need to do, i use arduinos. theyre smaller, use less power, and get done what i need done.

the pi is a micro processor
arduino can handle very low level stuff and doesnt run a real time OS. the pi has to boot an OS before it can do anything. if you want cheap fast and only want a few sensors then arduino but if you want internet, sensors and higher level programming like python than choose pi but remember its just a mini computer so its slow boot up.
arduino is $5 while a pi is $$
