The battery of such a small device wouldn't be able to even power-on the device for more than a few minutes, and then the device would generate heat because of the power draw and the density of electronics necessary. These devices generating heat in such sensitive areas would cause large discomfort and pain, and would probably be extremely easy to locate and remove. These devices would also be extremely expensive and only a worthwhile investment if the targeted person were an extremely high value individual.
