Depends on your definition of "coming back".
It can come back, but it will have no protection from ddos attacks. So anyone with a simple understanding of tracking someone's IP adress and launching a ddos attack could take down the site with ease. Considering how hated this site is, it would result in constant attacks on this site. Now the cost to deal with such an attack and the loss of ad revenue would make this site highly unprofitable in the long run. So while it could come back, it should rather not do it on the clear net.
