Does anyone know why people in Asian countries don't get involved in stuff like this? I'm always surprised by videos of people just watching while someone commits a heinous act. What is the cultural reason for not intervening?

Pepe is certainly not being used as an alt-right symbol in Hong Kong. Just as alt-right commandeered him for their purposes, so too are the protestors in Hong Kong.
