You can chalk up the decline of drawthreads to a couple reasons.
First and foremost, the core of oldfag drawfags are gone save for one or two stragglers. They were able to inject life into these threads and make them more active, but they've moved on.
YV, though he was a cancer, helped maintain a mindset in these threads that while avatarfagging is good at times; it needs to be balanced with request doing.
Lastly, Vorefag and his antics continue to scare off most of the newfags that checkout these threads and keeps them from becoming regulars here, minus the stone cold bullhead. If he stopped scaring people off, these threads would return to a former glory. Maybe not the golden ages, but a lot better than what it is now.

I think ERP can open people up to doing more interactions. The tip of the iceberg, so to speak. As long as it's not something they ALWAYS do or, at least make it interesting like Rider typically does, it's okay in my opinion.
Disagree. People don't have to BE good, but they need to have that DESIRE to be good. It's a healthier mindset to have all around. Interacting in a varied manner and having fun is a priority as well. Constantly pushing people to improve is a difficult subject. Everyone improves at difference paces by doing different things. Some people will have immediate, obvious improvements while others will have extremely small changes over longer time. What matters is they WANT to become a better artist than they currently are at. If you want to just come here and talk with people, fine, but that doesn't exactly promote healthy growth of the purpose of these threads. Drawing. You don't have to be a good artist. But if you can't even have the desire to put in effort, then I personally believe that's an issue someone has to correct for themselves, as i's an unhealthy mindset.
You can appreciate people for what they create, but you can also support other people to grow instead of stagnate.

I'd say in general, do more art studies and try to be more consistent with your art as you grow. You really are doing fine with where you are at. Perhaps do less "bust reaction responses" but I don't consider that very much an issue.
This . While Discord groups have their issues, because they are far from perfect, it's a much much much better environment mentally for the artists. I think it's better that people move on from these threads as they are now. If these threads weren't filled with so many people, or the artists were treated with a bit more respect, maybe things would be different. But they aren't given respect anymore. It's a shame, but it's not something that just "getting more drawfags into thread" will accomplish.

The avatarfags don't samefag per se. What they will do is reply to each other with and without their avatars to make it seem that more people are engaging with them. Ironically enough, they also post without their avatars when they want to start drama and spew hate at each other because of jealous or some sort of grudge. All in all though, it's just one, big, disfunctional circlejerk.
It's understandable why they do it though. If you take a stroll through their tumblrs and whatnot, they have no more than 5-10 followers, half of which are other avatarfags they friended. No one wants to see their shit. They can't develop a following on any real art-sharing website, so they come here to scrape the bottom of the barrel for the errant (You) some clueless user may mistakenly give them.
Now, there are some non-avatarfag, non-drawfag orbiters that do interact, but they're few and far between. Most true anons are here for request deliveries and nothing more.

It's a global rule, and in theory, the avatarfag rule is "supposed" to be enforced here. However mods don't give two shits about the rule or this place, and that's the way it's always been on Yea Forums. I'd say this is a poor mindset to have. It's Yea Forums, yes, but that doesn't mean we all have to just fall into the asshole shit and not create a semi decent environment.
I think it's a pretty simple synopsis to say it's unhealthy. Ask literally any of the good drawfags that left. They are doing so much better mentally and, many even improve moreso after they leave. You should know this.

And again, Discord groups do have their issues and I agree. But in your mindset, I think it's implying people exclusively use Discord and nothing else. Varies per user. Most requesters, when asking artists directly, should be expecting the art quality of what they've currently been seeing in thread. But it's a gamble unless anons specify.
