Yes, they do. The public as a whole, is very comfortable and pacified. It takes certain outrageous events to get them thinking. Especially when it engenders thoughts of, "If they can do that, what else are they capable of?" and, "Do we trust these people with the power we allow them to walk around with?"
Pizzagate is a great example of finding a scrap of evidence and thinking it's a slam dunk 'mystery solved!' moment. I never even followed it after a short glance.
