There are a couple of factors that can cause something like this to be true.

any place where clothing or personal hygiene items are donated often run into issues with the inability to stock things meant for african americans. One of the locations where we picked up donations of stuff like shampoo or razors for hurricane relief had 0 donations of african hair shampoo and bump free razors/cream.
