What it means is very simple OP. You are not going to actually make minimum wage, but less than minimum wage. I shall explain.
For ease of our example, shall do some rounding. There are about 4 and a half weeks in a month, and the union dues are $45 per month. So basically around $10 a week. But, it should be noted that this is after tax money, not before tax money. In order to bring home $10 from a minimum wage job, you need to make around $12 since social security etc. gets taken out, plus income tax. So, lets say you work for 20 hours per week. $12 per hour divided by 20 hours per week, works out to 60 cents per hour, if you worked 20 hours in a week, goes to the union. So you actually make 60 cents per hour less than the minimum wage. Now lets say you work 40 hours in a week, that would reduce your deficit to only making 30 per hour below minimum wage.
Now lets say you decide to take a week off from work, you still have to pay the union their money, so you effectively had to pay $12 for the privilege of not even working.
But, it is actually worse than the above, because you have to pay an initiation fee to join, of $100. So for your first month you are effectively making much less per hour.
Why on earth would you take a job working there, unless you get a substantial pay raise after your 30 or 90 day probationary period ends?
P.S., you are low man on the seniority list, so you get the shittiest shifts, will have to work on all of the holidays, and last chance at any overtime.

My experience hiring union guys for excavating put me off the whole thing. Guy #1 is great, employed him for two years, until he retires. Guy 2 is barely fucking sober everytime he decides to show up. Can't get rid of him, have to hire guy 3 and Guy 2 just gets to watch and collect a check

If any Union member came to work 'under the influence', I for example, would call the Labor Temple and report him. Due to the shitshow of new labor laws and mandated employee benefits passed in the last five years in California, I'm opening a Nevada office and slowly moving the operations from our two California offices to the Nevada office. I have to keep one skeleton-crewed California office to maintain my license, but when I'm done, my two California offices of 27 employees will be down to one California office of 4 or 5. Even with the added overhead of the Nevada office, I'll still save about 10 to 15 percent per year because of the decreased employment costs.
I'm not a steel magnate or tech guru. My business $5.3 million last year and I netted a little under $450k in personal revenue. But now there's at least 23 middle class jobs going away because of out of control labor laws in California. I'm also looking forward to playing less state income tax on the income that will now be attributable to the Nevada operation.

My company employs straight-out-of-college Compsci interns through a college hire program. Salary base is 55k, and we convert about 40% of them to FTE in 6 months.

I worked as both a glass cutter and as a hack-out man, among other aspects of the trade, and was paid several times the minimum wage of the time, along with paid vacation, pension contribution, and medical. No non-Union workers were paid as much or treated as well. And we were worth every penny. When I was active not a single Union shop went out of business, but non-Union ones came and went. When you looked at the management side of the parking lots of Union shops all you saw were BMWs, Mercedes, and Cadillacs.

What state? In Oregon, it is illegal to fire you for joining or not joining a union. Employers cannot make union membership a condition for employement, or a condition for termination. Consider legal action.
The other question of course is does the Union have to let you join? If an employer with a Union hires non-Union does the Union members have the right to refuse to work with them?
