Inmates are typically transferred for behavioral reasons, because we cannot accommodate their needs, or because they're in danger of bodily harm if we do not transfer them. There's a larger and more secure facility upstate that was willing to take him, so the plan was to tell him the night before that he would be transferred, then do it early in the morning before the press could find out.
