You need to understand our economic paradigm. The economy is basically a Ponzi scheme. All new money is created as debt, which attracts interest. The only way to pay the interest is more debt. To service the ever-increasing interest bill, more people are required. It is an infinite-growth economic paradigm.
Now, as people are upwardly mobile in terms of income, education and class, they have fewer children. This is because they develop new aspirations for themselves that override the basic instinct to breed (basically Maslow's hierarchy).
If government's don't want an economic collapse, the population of their countries must always grow. Therefore, they need immigration to make up for the shortfall left by their own declining birth rate.
It's an untenable paradigm long-term. As people become more educated, they unconsciously do what is right for the planet and themselves by breeding carefully and living long lives of great quality. Fewer people means less demand on resources and greater space, increased biodiversity and quality of wilderness.
But in the economic paradigm, fewer people means deflation as demand decreases and the economy contracts. There could be policies implemented to combat this, such as the destruction of money or cancellation of debt, but as it stands TPTB choose to continue the infinite growth paradigm.
Demographic replacement is not the goal, but it is the consequence of limping along an economic paradigm destined to fail eventually.
