Doctor Who takes place in all of time and space, so there's lots of factions in just that who immediately overwhelm the Imperium in terms of raw strength and technological supremacy.

Oh, you think WH40k is in any part an apex runaway universe so probably not.
Literally any realistic K3 and most K2s are better than the Imperium in a military sense, even with the imaginary magic they have to use because GW lore hasn't properly considered real physics. Any species with intergalactic presence could squash the entire 40k universe in an evening jaunt.
