It's both, the SCOTUS has clarified this repeatedly. As far as defense from individuals, there are feasible limitations to the weapons that are allowable. But for defense against a tyrannical govt, there are no real limitations. Other than the fact that a population with any reasonable armament can hold back the US military indefinitely, barring the use of WMDs.
