By details around the face, I'm referring to accessories or features that serve as clues to hint at a particular quality that the character holds. The character could be blind in 1 eye or it may be something like a cyborg eye. Overall, my meaning is that the eye should serve a purpose to explain the character to a person that has never learned details about the character.

In general, you aim is to show a viewer what a character is/does rather than tell it. Using heterochromia can help you show off details that you want a viewer to see immediately, giving a viewer a better understanding of who the character is. Without any sort of satellite details that would help explain a character, it just becomes an empty detail that draws attention away from other parts of a character that would be better at explaining a character.
