I installed the tails system on USB while I was being monitored and they never said anything. So they either don't care or they're not as clever as you think they are

UNless you plan to download cp (therefore getting into serious life-fucking territory), all you need to do is google tor-browser, download / install it, at least deactivate java-script, and then goggole after the onion-web adress of the hidden wiki.
it hosts most of the important URL's.
Just stay away from the uncensored version, since that one hosts cp-links (and frequently changes its URL).
Also, don't download and run anything, unless you're sitting on a throw-away machine. You've been warned.
