It has not. It's down to the social morality of the community not poverty. If you took a community living in poverty that were religious then crime is drastically low because their would have a religious morality. Or if you look at a poor community that has strict authority the crime is also drastically low.

But if you look at poor communities that have very little morality crime is high. Or communities that have little to none authority crime is also high.

The rich also do crime but the difference is their crime is on a higher level and it goes un noticed. They're also usually protected by the law.

No the poorest cities usually have the lowest morality. If you go out to the countrtyside where people are even more poor than urban area's the crime is lower because of morality. Urban areas are always low in morality because of social lifestyle. Their usually more liberal, athiest and support welfare.
