The authoritarian shithole bit of it is fine - it's just that you're in a weird diesel punk realm because of the gene editing technology necessary to create a bio-organic 'programmable' toy.
The medicine and technology of the era was pre-microtransistor and all that so the computers they were dealing with still had vacuum tubes and calculation speeds insufficient to really create what you'd expect out of the fluffy canon.
I'm not saying your story is less valid than my spitballing, but the reason I always insist on cyberpunk is the combination of unethical behavior, corporation power, and the ubiquitous presence of technology.

Well my whole approach to the story so far is to take it in the speculative science fiction realm - which isn't usually something fluff folken want in on since it's got abuse in it but not for the same stress relief idea. I want to explore similar themes to what Philip K Dick and Asimov did with sentience and self determination along with the adaptation of society to include/exclude them.
Story follows a POV character (probably male) who works as corporate security for Hasbio. The mission given is to track down a certain tagged fluffy that's carrying the genes for a higher level intelligence before it's given a chance to breed with an alicorn of a certain color index. The reason the alicorn is important is because in the Hasbio labs they use alicorns as genetic testbeds and separate them in each experimental run based on their color. The one that they're afraid of will cause it to create legitimately intelligent children without a speech impediment.
From there I would have him following the initial clues - but entering late into the world of fluffies already existing and being widespread. The lag time is explained by the fact that Hasbio HQ dumping all their money into marketing and shush money so that they had the government mark them as 'bio-toys' rather than question their sentience, sapience, or status because they fail the Turing test consistently.
So the plot would go from there where he starts to hunt the one fluffy - first through local low level black market breeders and organ chop shops. Then a fighting ring, where he suspects it did well because it was more intelligent than its peers. And then from there I've got nothing else yet.
The mid point of the story has him find out that the original fluffy is already dead, but it procreated and now there's a batch of children who are legitimately intelligent and self aware. They pass the Turing test and this presents questions of what they are, and what we can do with them.

The first fluffy was nothing like the fluffies of today. I'm like 95% sure it was a pinkie pie who got hair dried or some shit on deviant art. It was a big pink fluffy pony, of apparent normal MLP size. That opened up a WHOLE different can of worms.
Can't remember the artist, but it was originally all cute and cuddly and adorable when the smaller fluffies were introduced. There was nothing bad, and everyone loved everyone, and it was all hugbox, and everyone was happy! For literally less than a month. That isn't an exaggeration.
Literally in the same month that they were introduced, people found them annoying enough to make torture porn of them. "Ferals" were a problem for everyone, both hugbox and abusers in only a few months. Abusers saw it as an easy way out for creative story telling, and hugboxers saw it as a way of being oh-so-cute and holy.
The term "smarties" has always meant one thing, and one thing only, an arrogant self-appointed leader of a herd. Sometimes well-meaning, sometimes overcome with cockiness and a god-complex.
Fluffies have never been depicted as an ideal pet. Literally never. In the original shitty origin story, they were a product gone wrong by Hasbro. They were DESIGNED that way, and even hugbox fags accept that that isn't ever once how they were depicted.

Fluffies did indeed start with hugbox, but accidental deaths despite the humans best efforts was always a major part of it. Exterminating ferals came off soon after, but intentionally abusing fluffies came in much, much later.
