Looks like a circumcision (hopefully I spelled that correctly) scar. Most men have one depending on how they cut and sutured. It could just be a skin flap I believe they call it, similar to skin tags but generally grows off of scarred tissue (which again could be because of circumcision scar).
Or not every bit of the skin was pulled back and cut correctly the first time around, you'd be suprised how many are botched. Either way, its not a big deal.
