Selective breeding and population control of the human race is a pipe dream, not because it's technologically impossible, but because it is logistically improbable that you will ever have it done "right" or "well". There is too much room for abuse and misunderstanding.
If we aren't holding hands by now, then there is fuck all chance we're competent enough to selectively scan for myriads of genetic diseases and deformities in order to ensure that every child is born without them. There is even less of a chance that we could manage incubating the most viable sperm and egg for almost every pregnancy, without sliding down the slippery slope of stupid.
It's not worth the time and effort. We're better off letting natural selection determine the mean of our population, seeing as how we haven't been wiped out yet.
