Every nation's propagandists are trying to depict their host-regime as being more free and overall pleasant than the one of the hostile nation, when in fact the differences between them are mostly situational.

Not so long ago russian government began banning websites and penalize illegal posts on the web, and despiteit it being a common practice all over the world that gave anti-russian propagandists a motive to begin an information compaign.

I actually think that the russian internet is still one of the most free in the world.
I spent few years studying in german university. People on campuses were overall too poor to buy movies, games and scientific papers, so we were using torrents, scihub and such. We were constantly terrified that officials will find out and we will be thrown out of dormitories and later expelled.
Then I live in Chiba, Japan, situation is similar there. In horrible repressive Russia nobody gives a shit if you are stealing content.

Check out VKontakte, russian social network. It's full of pirated music, movies and pornography. You cannot imagine this shit in japanese or western social media websites.

But what do we see on graphs like that on the pic? Russian internet is view as being 'not free' while japanese and german are totally free. Such bullshit.

Well, what else? In Russia there is a law forbidding propaganda of lgbt views to minors (which is mostly ignored). And in Germany it's the opposite, you cannot openly attack lgbt, feminism and refugees. There is no formal law, but there are consequences. You can be fired, you can be expelled or ostracized.
When I wrote my thesis, my scientific director made it perfectly clear that I shouldn't spell out politically incorrect hypothesis if I want to get my major. And thats scientific research, in science you should be free to speak out.
So as you see, the politcal agenda affects the freedom of speech in Russia and Germany pretty much alike.

About freedom of speech: there is some people in jail for posting "incorrect memes" about church and government (but in VK you can hide posts in your profile for one click, feature was added just in weeks after all this meme-jailing cases). And there also illegal to "disrespect government", it's a new law with actual penalties.

1. You can notice that cost of internet (i personally pay 5$ for 100Mbit/s per month) is pretty cheap and, e.g. VK is much cleaner than Facebook. It's because of Internet was established in Russia much later that in EU and US.
2. ~5-10 main torrent-trackers, Telegram, some pirate libraries are blocked but everyone who somehow knows the shit use the VPN to prevent spying and unlock all the neet stuff. And every schoolguy knows about "darkweb" stuff (i2p, onion etc).
3. There is company, Yandex, they at start was just a search engine but now it's fucking everything (food delivery, taxi, carsharing, 9000 aggregators of everything, obviously maps and mail) and it scares people.
