Well I graduated from an Academy where you basically graduate as an high salary officer right away. You can take the longer route though, which is starting with no experience from the lower ranks and slowly advancing through time.

The salary depends on many factors.
1) your nationality and ships flag
2) the overtime hours you spend patroling the engine room
3) if you've completed difficult tasks (cleaning tanks, the engine, etc etc)
