I'm an attorney. You cannot legally shoot someone just for stealing your property. You can only use deadly force if there is a reasonable belief of imminent risk of death or serious bodily injury. Arguably, someone breaking into your property at a time when police are less available might support the belief. But, on its own, you can't take someone's life for stealing your shit or breaking in. That's just the law.

Last 10 yrs here in DFW, I remember twice I heard on news, apartment dweller, truck alarm in parking lot goes off. Guy in truck refused to surrender truck, so he surrendered his life. I believe you, but it seems strange. I just looked up Texas laws on deadly force and that doesn't seem consistent. In fact, stealing a car is a specific example I remember some years ago in law school. It sucks to have your car stolen. But if you're not in the vehicle and the person stealing it isn't otherwise threatening, that doesn't support being scared for your life. However, it was night, which often supports use of force. Maybe there is more to that case. Also, DAs has prosecutorial discretion. The DA might have decided to not pursue it for any number of reasons.

In LA, you do not have an affirmative duty to retreat, but you may not use deadly force unless you are "in imminent dancer of death or great bodily harm," AND use of force is your only option to avoid death or harm.

What that bols down to is that you have the right to stand there and not retreat, but cannot assume a threat of death or harm as a justification for use of deadly force until one actually manifests. Breaking into your store is not an imminent threat to your person, legally.

Basically, what it boils down to is that you can open fire if your are actually being attacked -- if a gun is aimed at you, if a knife is drawn and you are being charged, etc.

No one in New Orleans cares about or is asking for your sympathy. Also, how many areas in the country are susceptible to severe damage caused by natural disasters? Each area has a problem. Houston floods from bad thunderstorms and people die. Should those 7 million people move? Should everyone Oklahoma live somewhere else? Yes, there are better ways to handle disasters. The city and Corps of Engineers fucked up royally on the levees, which is why Katrina affected New Orleans. It was human error. Katrina really hit and obliterated the Mississippi coast, and nothing could stop that. Should all people in coastal areas move inland, despite the majority of the human race always living near water? There are steps that need to be taken to protect against natural forces as much as possible. It's inevitable, but mitigation is possible. In the meantime, I can almost guarantee New Orleans is a better, happier place to be than wherever you live. It's clear you don't actually know anything about Katrina, don't really know what you're saying, but still make assumptions and draw conclusions.

But this I know from day 1, there's Constitional law, which is in play here, there's statutory law, which is big player here, and there's common law, which in Texas, is the trump card. Why I tell people I have a doctorate, served as university trustee, and am a white man and and scared of the system. Got Judges, DAs, sheriffs running for re-election and cops who get promoted for closing cases, not solving crime. Yikes!

Exactly. I am a big opponent to electing judges. I believe in democracy, but I believe it elected officials can appoint and confirm judges for limited terms. A judge facing reelection is thinking about the emotions of the masses. A job that requires impartiality can't be preoccupied with emotions and pleasing people. It shouldn't exist as it does, no matter the attempts that have been made to protect it. However, the things really making it worse are human error (mentioned earlier) and a rapidly receding coastline. People should be angry. But it's because these are problems that can largely be handled, yet they are ignored. Not because its inherently impossible to have a city below sea level. Because it's not, dumbass.

New Orleans has served a crucial economic role in the US since its founding. Do you know how important a port city at the mouth of the Mississippi has always been? Whether above or below sea level, this city was going to exist. Since then, it has birthed an incredible amount of cultural and historical reasons to continue its existence.
