Heyyy qualified in sex ed here. There is the smallest chance this is a surgucal scar performed on an intersex baby. HOWEVER. A seam scar is actually present on pretty much all penises and scrotums, to varying degrees of visibility.

This is because in the early fetal stage we all have the same sex organ, and what it later develops into is influenced by the combination of hormones present, the chromosomes, and a few other factors (chromosomes are really not the whole picture).
