In the terms and conditions, it says if you get a refund, they remove whatever you bought with the tokens. Maybe it only works on items, and not XP though. Let us know if it works for you, because I'll totally cheese it if that's the case.

Me and some mates have tried the refunding thing.
Number 1 got a very expensive super whatever edition of a game that would actually fit his interest, number 2 got a very expensive bundle (CoD bundle) and I got 3 high end titles that could be written off as 'unplayable by machine' aka too demanding. We spent all our max points on badges and gained about 30 levels each. Except the CoD guy who gained almost 120 levels.
We decided to refund our games after about 30 minutes of play time, but not at the same time of course. We all gave some very legitimate reasons, and got our refunds. Even the CoD guy.
All our badges, however, were reset to the level they were before purchasing. The CoD guy got away with an extra 1000 max tokens, which is only fair considering his enormous risk.
Long story short, it doesn't work anymore. Maybe it did for some people very early on in the sale but not anymore it seems

By the way, if you want easy points, just use Steam Achievement Manager on games with tons of achievements. You need to run them for 30 mins as well. On GTA 5 for example, you can get like 60k points
