might be eczema or psoriasis, look into both & see if either resonate for you. if its the former you'd only need some cortisone cream, the latter is harder to treat but there are still OTC options.

If you work in a humid area or have a kid/ contact with children you might have got that. It spreads through standard scratching so don't scratch your balls.
