having worked in the games industry for well over a decade on and off (with companies who are responsible for AAA titles and no-hope startups, and everything in between), I have never encountered a single developer who's never played games. A few who are so detached from reality to have really shitty ideas, but never one who never plays games.

It is a generally accepted opinion that oblivion is the worst TES (online not included). But this will all change with TES6.

It is. It is sandwiched between two much better games.
Morrowind and Skyrim

It's like, it's a step up from most people's first game in the series (Skyrim), so my theory is that people are blown away while playing it, not realizing Morrowind and Daggerfall (for the most part) did it better.

It is a giant improvement on many fronts, oblivion is a trash game with a few very fun quest lines (dark brotherhood). Main questline is the most horrendous atrocity in video gaming history. But none of them beat morrowind. Still king of TES, and the only game that worked well with the engine.

Shimmering isles is better then any quest or place in skyrim. The cities are empty and small. The skill level is severely decreased only good point is no classes. Everybody sounds the same. Stupid fucking final boss. No custom spells. Combat was repetitive and boring, no pressure to block what so ever since stagger is gone. draugr

But it was all a massive dumbed down version of morrowind. And i never took time to play shimmering isles, could stand another moment in, what even looked at release, the worst and ugliest game ever. Cities might have been bigger, they were just as empty. Lockpicking minigame was still trash. Combat was just as repetitive as skyrims.

Oblivion was worse in every way compaired to morrowind, a giant let down. Skyrim was atleast fun.

The shimmering isles was literally what saved TED4, I'll give you that. The rest of the game sucks though.

And morrowind is a dumbed down version of daggerfall. The elder scrolls 6 skyrim 2 will be shit. Suppose compared to recent standards oblivion is ugly but it's more faithful and true to rpg style games then skyrim.
Honestly as long as you agree skyrim sucks more, I'm content.
