If they were financially responsible enough for home ownership, they would be home owners. This is how you kill the housing market. Some might actually drop the money on the house, but a one time lump sum of money is not enough to maintain a property. They'll buy houses they can't afford, property value will plummet from disrepair, and there will be a fuck ton of foreclosures and bad credit scores. You cannot legislate the poor out of poverty.
