No it won't take off. For airfoils to generate lift they need airflow over the wings. Now just the wheels will turn but no net airflow.

Kind of yes. I am not an aerodynamics engineer, but another kind of engineer, but I have had some aerodynamics classes.
it is pretty much bending the air to your will, the same how electrical engineering is bending electrons to your will etc.
No, it has a forward velocity that needs to bleed off regardless of what it would land on.
Usually the brakes of the pane do this, but a plane cannot land under a certain velocity (in which case the wings would not generate sufficient lift and the plane would fall out of the sky. Then again, falling out of the sky is kind of like uncontrolled landing)
The only result the threadmill would have is that the wheels would be turning faster than if they would if the plane hit a 'solid' surface. How hard the plane brakes is not limited by the speed of the wheels, but by how much energy the brakes can handle, so it wouldnt be advantageous (maybe even the opposite, since the wheels turning faster would mean more load on the bearings).

You dont need the threadmill in that case. If you can blow air fast enough over the wings the plane could fly vertically in the air without any engine power.
If you could blow air, you could also let the plane land that way by 'catching' it in the airstream and then slowly dropping the airflow as if the plane would during normal landing.

Then again generating such massive kind of airflows is highly impractical, if not impossible, in practice.

Whut?? The air speed would bleed off into the surrounding air by use of reverse thrusters. A treadmill would have almost zero effect on stopping distance. It would be more useful as a catapult device to get planes airborne faster.
