Russia's strategy is taking small parts of land bit by bit so that people notice, but don't really care. Crimea is a prime example, but they're supporting illegal occupations in other nations too, like Abkhazia, Donetsk, Lugansk, South Ossetia and Transnistria. All that happened in Crimea was that they supported a revolt that ended up declaring crimea an autonomous republic and then held a vote to see if people want to join Russia. It was all rigged of course, but their strategy is so clear to see
