I think you should work on your confidence. Best advice I've seen on that actually came from Yea Forums, and it was: Even if you aren't confident, pretend you are. Nobody can tell the difference. Work on your self esteem and confidence. Even if you're terrified to talk to her, act like it's no big deal. Women don't know it, but they love guys who play hard to get. Now as for keeping a girl once you have her, you should treat her like royalty once you have her. Play hard to get until she's yours, and then treat her like a queen. I think when it comes to figuring out if a woman likes you, you should take things slow. It starts with friendship, then flirting, maybe touching. Well I'm assuming if you've literally never had a partner that you're either obese, have an unbearable personality, or both.
