Way back when Guatemala was beginning to set up its own government under a democratically elected president named Arbenz, he found that foreign interests controlled all the land and the prized crop of Guatemala (bananas). He decided that this type of economy was unsustainable for the people, and bought back the land and was able to give it to the people so that they could begin producing profit. However, when Senators who invested in Dole realized their profits were going to plummet, they elected to depose Arbenz and basically massacre anyone who supported him. From there on the U.S. installed a puppet dictator (hence the term Banana Republic), and Guatemala hasn't been able to catch a break as their land and primary export been totally monopolized by a U.S. company and the people there are forced to work at the lowest wages possible under unstable rule.

Some of my commentary has holes, and isn't complete by any means. However, if you took any time to read up on Guatemalan history, you will quickly see that the U.S. is easily complicit in the situation that exists there today. And as a result of that, the people in that country who seek asylum should hardly be turned away.

The U.S. is a nation state entity that has destabilized that region, and there will be consequences for its actions in the past. See 9/11 as particularly powerful example for fallout from Cold War meddling. Also, as a "developed" nation there should be empathy for nations that are struggling, not only because the U.S. caused the problems in the first place, but because uplifting everyone helps the world. Its not always going to be zero sum.

So if I were to use your example: The bullied kid sees the success of his bully. So he gets mad, and finds a gun/knife/w.e. and breaks in to the bully's house and guns down him, his wife, and his kids. Thats how the world works. Hatred and anger doesn't die easily.
