Giving someone a hard time can absolutely be constructive. Bullying is specifically intended to harm or intimidate. So if it ends up being constructive, it's by accident.
I guess if you aren't asking it as a way to covertly imply bullying can be justified as a helpful thing, then sure, bullying can be constructive. But if you mean to suggest that because the consequences of bullying are not 100% bad, 100% of the time, then bullying isn't bad, you're gaslighting. Bullying is both constructive and a necessity for proper social development to prevent stunting of behavior. But there's also a catch and not all bullying is made equal, there's the bullying that teaches someone the nature of shame, what's socially acceptable, how to stand up for yourself and the nature of how people can be chaotic then there's malicious or systematic bullying.

If you've ever raised animals like dogs it's the same thing and why singleton puppies are more tricky, exposure to different elements both good and bad teach the dog what is acceptable and hardens it to not freak out, snap or eat a babies face later. But if you take the young dog out and it gets mauled by a pitbull or kicked around by a snot nosed kid, even if it gets away with just some stitches and scratches it's going to be traumatized and more likely to snap in its adult years.
