International waters begin at 12 nautical miles. If it was beyond 12 nautical miles off the coast when it was shot down and didn't merely float out to that distance, then no.

International waters don't begin at 200 miles offshore. Within 200 miles (but more than 12) the waters are considered an exclusive economic zone and are still administered and controlled by that country.
