Well they definitely breath in more. Polluted areas are lower property value, which means cheaper rent, which inevitably attracts poor minorities.

"Caused by" is a flimsier claim that's only sorta correct. Most pollution is caused by Chinese manufacturing, but driven by American consumerism- which is proportionate to how much money Americans have to spend. Consequently, whites have more money than poor minorities to spend on consumable goods, and so technically drive manufacturing pollution more.

Other sources of pollution follow a similar pattern on consumption driven demand. Fossil fuel power plants for instance, though more than that all the cars on the roads. To a lesser extent agricultural pollution, which I guess is kinda theoretically caused by white farmers, but given that America is the world's largest food exporter is kinda caused by hungry asians and latinos. So that kinda complicates the narrative there.

Pollution can actually get pretty bad in LA from what I understand. In the 20th century it was known for a smoggy haze, and the main source of that is their stagnant traffic grid. The traffic is still awful, but cars have gotten greener since the 80's. But yeah, the wind blows from the west, so its upwind of basically everything.

As far as the graphic is concerned, everyone in california- rich or poor- breathes in less pollution, so it doesn't affect the ratio much.
