Interesting? Give them a a fun backstory or personality. Don't focus too much on the looks. Do anything you want with that.

Be more specific with your question. What theme do you want? Do you want them to fit a certain genre? You need to pick a color palette that matches. The best character designs will tell the viewer, without context, what that character is about. Also keep shapes in mind. Round shapes are done for nice, relaxing, positive characters. While triangles are usually for tougher, striking, and well, pointy characters. There is a LOT that goes into character design. If you can be more specific...
That tells me absolutely in no way that she's a ghost. It's a common trait possibly, but its common with many other things as well. I don't think I'd ever guess ghost.

Also keep in mind whatever setting the character would be in. Even if it's a vague "fantasy land", you at least know not to go sci-fi/super modern with it. Unless you want to add a modern/lightly tech-y crossover. Not really a rule, but a good thing to keep in mind.

That's true, ghosts tend to be pale with slightly cold color tones to them. But so many other creatures have this same tone. The image you posted just looks like a pale goth girl. She isn't transparent in any way, she shows literally nothing that says ghost other than her being pale. Which is extremely common when it comes to goth girls as it is. I don't think you drew her user, so it's nothing on you and you can't do much, but her character design does not say ghost in any immediate way. Maybe if I were familiar with the character and she showed most "ghost-like" actions, I would be more inclined to go "yes! a ghost!" but I know nothing about her in any capacity.
Do you have a story you want the character to be a part of? Do you want this character to be good, evil, neutral, etc.? Do you want them to specialize in anything (jobs, talents, battle prowess, etc.)? I's good to sometimes just sketch out as many concept designs as you can. Think of an idea? Draw it out! Even if it's a basic shape with blocky form. As long as you understand the key points, that's what matters right now. You can go in and refine the designs you like the most. You'll draw the character more and find their design change a little as you draw them as well. Flesh out their personality. Occasionally I'll start just by drawing expressions, then add in more details that I think would fit a character making these faces. Or I'll draw an item, and try to base a design off of this item. Or you can pick a random phrase or word. The smallest of things can become your core building blocks. The biggest issue you might have right now is starting. Don't worry about it not going well or not using some designs. Just go for it! You can think about the other factors after you have your start.

There are Air BnBs maybe? Or I think there are sites dedicated to couch surfing. Which I think are cheap to free? I've had a few musician buddies use couch surfing to get around and while it's a riskier option, it's a fun adventure. You get to meet all sorts of folks. I'm not in Cali, but 800 definitely won't last very long. It's a good chunk for a week's stay, but I'd probably look into non-hotel options. Then I think 800 would probably keep you well. You might be able to rent bikes if that's your thing. Public transport might be your way to go.
