Could also be any other kind of skin reaction, probably from an allergy, maybe from an irritated bug bite. But if you've been inside all day, my guess is you were resting uoure elbow on something that caused a reaction.
If you have hydrocortisone, put that on it liberally for a day and night. If it doesn't get better, go to a dermatologist.
