Romans were given land when they were done fighting. Land that usually was conquered at some point. War made sense then because the individual got something, whether land, enough wealth for it to count as power, or a political power/standing.
What do you get from war now? Nothing. You get to make some fat cunt in a suit, behind a desk, richer. You get paid normal wages in exchange for your life. You get to risk everything for propaganda.
