i was told to first grab a vpn, then open the VirtualBox then in there open Linux Tails then open Tor. where these steps correct, ive tried it before only to realize i couldnt run the VirtualBox

I never used it with a vpn but they have instructions on their site to make it work with one.
All traffic is encrypted so you're only masking your use of tor with your isp although I don't know why you would trust the vpn provider more than your isp but whatever. I guess you would need it in a country that doesn't allow access to tor....

You just need Tor browser bundle; no need for vpn or a vm
