That's icing sugar used to make them look like onigiri, probably because of the insistance by 4kids that that could pass them off as "jelly donuts" to western kids when localizing.

Why does Japanese rice taste so much better than our western one?

As someone who makes donuts for a living, that looks a lot more like they just glazed them and then rolled them in some finely shredded sweetened coconut.
