Both. First was saying that many branches do have well-developed, consistent beliefs (concrete in the sense of well-developed & consistent).

Second, it doesn't matter whether or not beliefs are "concrete" as in forming an "absolute' definition of reality. I.e, a Christian has a concrete belief in the actual existence of God. If you're an esotericist, you might 'believe' in God, but it effectively doesn't matter whether you believe in him as a mental phenomenon, existing in another plane, literally real, etc.

Alternatively, from the Buddhist perspective, there's no concrete belief in anything at all. That's the middle way - no belief and no non-belief, no concept and no non-concept, no existence and no non-existence, and the coexistence of all of these perspectives without paradox or conflict.
