I propose we make it absolutely illegal to interact with them. No handing out food, money, or any kind of charity. Forcefully close down homeless shelters. These just encourage more homelessness.
When left to fend for themselves, many will perish, and the strong will survive, and their survival skills will let them re-enter the real world. The rest will be gone, and so will the homeless crisis.

Houses cost money. Money requires work to earn. Work has no correlation to how much money is earned, so "survival skills" are just going to make your problem worse, dumbass. "Survival" is going to translate to even more aggressive homeless people, because they'll have been taught that peaceful interactions are equally dangerous as non-peaceful ones. If you were going to go to jail for 10 years whether or not you stabbed a guy, wouldn't you stab him just to feel like you earned it?

Gentlemen, let's be more reasonable. First, we gather the homeless who are hopeless. Those who suffer from incurable mental diseases or who have fried their brains beyond repair through drugs. They will always be homeless. We'll put them in a helium sleep. Peaceful. Painless. We take the rest, druggies who are still salvageable, lazy fucks, or those who just can't seem to get a job, and put them in forced PAID labor camps. They'll be paid a wage (just a tad bit under minimum wage), have a bed to sleep in and food to eat. All their wages will go to a bank account they cannot touch until they earn their freedom (by proving themselves capable of being useful). They will be granted freedom and the money they earned, and even given aid in finding a job These people will eventually become functioning members of society again. Those who relapse, or who prove to be useless... will get nice dose of helium to put them to sleep.
