Because a lot of people, and even restaurants don't really know how to cook a steak well done without burning and drying it out. Rare and medium rare are easier to get right, but I've had restaurants manage to fuck them up too somehow.

I shall explain. The bits on the inside that haven't yet touched the air haven't had any chance to obtain vicious airborne bacteria or other bacteria that may have contaminated the steak. Therefore, a high quality steak only needs to be cooked on the outside. Unless the cow has some kind of disease, then that should be fine.

However, raw meat that has been exposed to the air cannot be safely eaten. So the entire raw minced meat concept is right out. Some people do it anyways. Beef sashimi and so on.

Animals don't have bacteria just hanging out in their muscle tissues. When you slice off a steak, only the outside surfaces are possibly contaminated with bacteria. Sear the outsides and you're perfectly safe.

I've had it blue before. Not really iimpressed. Cooking it is what makes it tender and brings out the flavor. Blue steak doesn't taste bad, just not great either. Kinda like well done in that respect. I'd still like to try steak tartare though.

The one time i did get food poisoning was from a steak and cheese sub that I heated in the microwave while drunk. It wasn't the steak however. It was the mayo on it. Microwaving mayo is a seriously bad idea.
