Then of course you have to factor how hard the ground is. Falling a couple feet onto carpet is different than falling onto concrete. Carpet doesn't provide much cushion, but when you're dealing with small numbers it matters.

So wet ground? Asphalt? Loose Sand? Packed sand? Pointy rocks? A pointy rock could dent a skull better than any of the above.

With bad luck, I'm guessing you could die from a 0.25 meter fall onto a pointy rock. But it depends on the health and bone density of the victim, the environment, and I haven't done the physics equations regarding bone density to get an exact value. That's just my intuition.
