It does for me.
I have changed my rooter settings from static ip to dynamic ip.
So every time I reset i get a new ip.

Thats not how that works Yea Forumsros.
Thats only your local IP address inside your router, its not "public facing" and therefor Yea Forums gives few shits. IP bans are largely based on what your ISP gives you. If you want to change that log into your router, and find the advanced setting that lets you "Release" your IP and then request a new one from the ISP.
All this turorial does is just change the IP your router gives you and isnt seen by Yea Forums's cuck servers.

Not always. They sometimes ban a block IP addresses, which has the unfortunate consequence of banning people who didn't do anything wrong.
