I'd say waxing is probably the *safest* option.
Biggest contributor to razor burn is using a dull blade; it doesn't cut properly so people make multiple strokes and push against the skin, both of which cause irritation.
Warm shower, a fresh blade, and a little aloe afterwards is all you should really need.
I tried pulling the hair out with tweezers. It works perfectly but it takes a lot of time and causes ingrown hairs when they grow back.
I might try one of those creams later.

best result I got was with safety razor ( single blade, google it ), during hot shower with a hypoallergenic soap ( intimate soap, or shaver gel).
I'm against shave foam as it does not see you and is too thick.

Ok I actually know this one. Use good razors, use shaving cream, and DAB DEODORANT ON THE AREA.;I read an article about this and they asked a porn star how she would avoid bumps/burn. I tried it out and have had a 100% success rate the past 3 times shaving. Only need a little bit. She said the bumps is actually caused by some moisture getting into the skin. So the deodorant sucks it all up. I lightly do a few dabs with the white (kinda chalky) sticks. Again, works perfectly.
Use an electric trimmer designed for body hair like Norelco Bodygroom or something
I usually apply baby oil after I'm done.
Instead of shaving crema i also use hair conditioner to soothe everything.

Trim it as low as possible with electric clippers then have a hot bath them warm soap then shave. Don't be too agressive.
Or just shave the main bits and keep the surrounding parts trimmed which is more common these days
