Because they think it fools people into thinking they're outgoing and vivacious and not secretly miserable inside. The problem is that since most people do this same thing for these same reasons, absolutely no one buys it. The only thing keeping this charade from falling apart is that it's impolite to point out to people how plainly insincere and full of shit they are.
