Consoles give more bang for your buck for the first 2-3 years, specs-wise. So if you're too poor for a PC and want great performance, go for a console if you're within the first year or so of the current generation.

Fortnite is changing this. People see their streamers playing these good graphics and want that. The average Joe is being slowly introduced to PC gaming in a way this last console cycle really pushed away from. Ps4 was exceptionally popular, possibly because of how much gtav, skyrim, and minecraft were cultural phenomenons. The last time we saw a game that was as impactful might be world of warcraft, a PC game.
It's an interesting time for PC users. Games as a service trend and the constant looming threat of epic exclusivity are the few exceptions to what is a genuine uptick. Either these next gen consoles will have to be impressive or they could potentially become a minority in the gaming market.

Literally every game that isn't multiplayer only can be played offline. I could get my 360 out of storage right now and play ODST campaign without a network connection since I never set it up at this house.

How long does it take to do a system and game update on 360?
If we say 3 hours for a big update on a big game and a feature system update, then consider:
On the same internet connection, updating a stock install of Windows on a fresh PC plus updating the same game will take roughly the same amount of time. Prior to which you will have had to assemble the computer, which is at least an hour IF you are experienced in assembly and nothing goes wrong. Additionally to get the game you just installed and updated to a playable state there are times you will need to spend half an hour in settings tweaking.
Windows forces updates just as often that take just as much time. You could not have assembled a PS3 generation PC, set it up, and got to playing, in the same time as the PS3 updated on the same connection.
And 15 minutes after you built it most of the parts were obsolete.

It's less likely to happen with a console, sure, and less likely these days just because of the progression of technology itself. Reason being is that console specs are typically set throughout it's entire lifespan and so developers are more aware of the maximum limitations of what that hardware can and cannot handle, anticipating that with home computers is an impossibility due to the breadth of available constituent parts.

Consistency of experience. PCs are all of wildly differing capability where some are way better than others. Meanwhile consoles and the titles running on them tend to be more consistent in their delivery.
