If you have the hours and can rightfully use them as you wish, then fucking call his phone and let him know so he can fill the gap in labor. Most likely, 1 or two people will have to have altered schedules. That is fine, there juat needs to be some heads up, and having a direct line helps with that a lot. It's not to intimidate you you massively insecure sack of shit. You do have the right to your earned hours, he doesn't give a shit. He has a job to do and is making it easier for both of you. I do what policy requires of me not some shit a manager made up so that he can flex. You are obviously a boss that your employees despise and dont respect. Happy workers equates to positive returns.
I'm not saying he doesn't suck, and you might be right that it's intimidation. But other user might very well be right. The business requires its employees to operate. If one is missing, the plan has to change. It's not a minor thing. It makes sense that he wants to ensure a necessary part of operations (being staffed) is running as smoothly as it can. Having a direct line of communication through the phone in his pocket will help make sure things don't slip through the cracks, plans are changed, and everything goes well.
Maybe you're right about the high number of call-outs being caused by low morale, which is turn caused by his poor management. But that still doesn't mean this policy isn't for the reasons given above. Also, a manager can generally modify or add policy at the local level, so long as it doesn't materially conflict with crucial company policy. A manager's job is to accomplish the mission at their level. They have at least some discretion in policies designed to make that happen.
It sounds like you're really frustrated, man. But instead I'm trying to get about you strangers on the internet with your boss, you should use its energy and a way that it's actually productive. This isn't going to lead to your boss getting fired. It's not going to do anything. You have to take control of your situation. If there are enough reasons to stay there despite your manager, assume he will be there and approach the job with determination. You cannot control him, but you can't control yourself.

Own this shit. You are going to accomplish your mission no matter what. You are going to be happy despite dealing with someone you don't like. You're going to look at every decision from the perspectives of others before coming to any conclusion. Every single person needs to be a leader, from top to bottom. You obviously care about your co-workers, so lead them to success and happiness. Help them learn to lead you and each other. I guarantee you will be a part of a team that is successful and happy, despite poor leadership from someone else.
I'm not saying your manager can't screw things up for everyone. He can screw up quite a lot. But you grab control and you make a change. Because, if you stay at this job, you can only do two things. Own it or be miserable. Also, there's no shame and going somewhere else. This is your life. You do what you need to do. But unless you drop this defeatist attitude and choose the perspective you want to have, you'll be missing something even in the best job. Get that shit done, user. You got it.

They think the same way I do, except they are accomplished SEALs and know what the fuck they're talking about. Plus they communicate the ideas better than I do. We all need to vent. It's okay to get shit out. But it's easy to start making impulsive decisions and jump to conclusions when we are emotional. Express what bothers you, why it bothers you, and then jump on figuring out how to really make it better. Whatever the answer is, it will always be something about you or something you can do, not about someone else.
