It means God will respect the laws of man.
We're dynamic and times change, and whatever we collectively decide to be moral and righteous behaviour or evil and immoral at different eras and cultures, God will use as a guideline for judgement in heaven.

It is called "The New Jerusalem" and it will be ruled by Jesus.
So, just believe in the life, death and resurrection of our Lord and Savior Jesus Christ: that he died for us so that we may live with him.
He lived a perfect life and was crucified on a cross in place of us all for our sins.
Only he could satisfy God's judgement on us cause God is a righteous God; a holy God that has to judge Sin and hate Sin.
