That quote does not state that there was no evidence. They could not establish. In the report it says that some in the campaign likely knew about Russia's attempts to help Trump. While Mueller couldn't find direct evidence of them making an agreement with the Russian government (what exactly would that look like anyhow?), they did nothing to bring it to the FBI's attention. They let it happen.
