The USSR, and most of the communist states it helped establish, had autonomous areas based on ethnicity. A communist America would do likewise. Blacks would govern themselves in a series of New African states in the Black Belt down south, and the big cities would probably be given statehood and able to set their own local policies. Immigration could even be left up to the states, to a point - states that wanted immigrants could let them move in, states that didn't want immigrants could require federal citizenship in order to live there (but not to visit).
In other words, we commies are not standing in the way of a "white ethnostate," although we'd prefer to call it a European-American autonomous area. But we do insist on the same and equal rights for all other ethnicities, and we insist on a union of all these ethnicities for the mutual defense of the working class against the internationalist bourgeoisie. I think this is workable - you could be among white workers if that's important to you, and I could be among workers of all ethnicities. The biggest point is that we workers all find a way to work together somehow, and that means a willingness to compromise on all sides.

If you don't think this could work, we already have ethnostates in America: they're called reservations. The reservations would also get statehood (possibly dozens lumped into a single state, in cases of tribes with like 500 people). Currently, if a reservation doesn't like you being there, and you're not an enrolled tribal member, they can "deport" you to someplace outside the reservation. I imagine the European-American autonomous areas could work on a similar basis.

Rereading my post, I see I misspoke. States that didn't want immigrants could require a sort of state citizenship to live there. I don't want to create a situation where people from one state can't even visit/travel through another, so any federal citizen would have to have those rights. But the ability to work and live somewhere would be restrictable on the state level.
Border security would be up to the states. ICE would be a state agency. If the white rump state of Mississippi (after subtracting the black parts) didn't want black people from African Mississippi (or whatever we called it) living and working there, they could prevent them from moving there. (Black people already living there would have to be allowed to stay, but in all likelihood the state's partition would minimize this issue, autonomous areas within states could handle these few minorities, and it'd work the same in African Mississippi with whites who grew up living there.)
But people from either Mississippi would be able to travel through the other Mississippi and enjoy the full protection of the laws.
I envision the cities working almost like the free imperial cities of the Holy Roman Empire. It's in the economic interest of cities to encourage immigration, and under this scenario they could do so without aggravating the white rural states around them.
Hell, if a Native tribe wanted to start letting non-Natives immigrate to their states and giving them tribal citizenship, they could. This proposal would give them sovereignty in fact and not just in name; a sovereign nation can control its immigration policy, and currently the tribes can't.
I see the economic differences between the nations as perpetuated by capitalism, so I think these national areas are mostly just a way to reassure the white working class until they're comfortable with the idea of equality. But if you're worried about the contrary, your state will have its own ICE to deport people who aren't from there.
One last thought on all this: reparations will level the playing field between the nations, but you won't have to pay a dime. The bourgeoisie enslaved and genocided the oppressed nations, and their stolen wealth will be used to set up cooperatives where everyone will be able to work and keep the entire value of their labor, minus the taxes necessary to support the state. There will be a minimal social safety net (including healthcare and education) for those who genuinely cannot work, but most of the welfare programs you see today will be made redundant once anyone who wants a good-paying job can get one. Socialism is not "when the government does stuff, and the more stuff it does, the socialister it is." Socialism is the worker ownership of the means of production. The key word there is "worker," though, not "welfare leech."
FYI Indian reservations have basically no power over non Indians. Whites can buy land on the reservation and the tribe can’t do shit to stop you or keep you off. They can’t even arrest a non Indian who commits an Indian crime on the reservation. So just as to current facts you are totally wrong.
